Haryana Research and Development Centre Scheme 2026
Clause 4.3.2 of the Haryana Progressive MSME & Export Promotion Policy 2026 assists manufacturing MSMEs in setting up Research & Development Centres or laboratories, at 50% of project cost up to ₹5 Crore; within this, the cost of building is admissible only up to 25% of the project cost. The centre may be standalone or within the premises of an existing or new enterprise, and it must be recognised by the Department of Scientific and Industrial Research (DSIR) or the Council of Scientific & Industrial Research (CSIR). Because recognition takes time, a unit may apply within three years of the R&D unit commencing operations. Eligible cost covers infrastructure and utilities (excluding land), buildings, plant, machinery, equipment, power backup, hardware and software; working capital, pre-operative expenses, capitalised interest, technology acquisition and know-how, consultancy, royalty, design, patents and other IP costs are excluded.

How to Apply
- Register the enterprise on Udyam and keep the GSTIN active.
- File the claim online on the Invest Haryana (HEPC) portal under this scheme, with the supporting records for the expenditure claimed.
- The policy required operational guidelines within three months of notification (by 29 October 2026). Check the portal for the claim form and cut-off dates; the policy says applicants are not barred from claiming meanwhile.
