Know Your Zone — Haryana
Under Haryana’s MSME Policy 2026 almost every subsidy rate depends on your site’s area category: Core, Intermediate, Sub-Prime or Prime / Focus. Answer a few plain questions about the type of location and see which category it is likely to fall in, and what that means for the main incentives.

- Intermediate
- An already-allotted plot in an HSIIDC Industrial Model Township/Estate or a licensed private industrial park/colony, or any area between municipal limits and Controlled Area limits not in a Prime/Focus or Sub-Prime Area.

Before you rely on it
- An estimate, not a ruling. The department applies the clause 1(m) definitions to the actual site when it decides a claim.
- Restricted industries get nothing. Industries on the Annexure I Restrictive List are excluded from every incentive under the policy, whatever the area category (see the list).
- An overall ceiling. Total incentives under the policy for the same project are capped at 100% of Fixed Capital Investment (clause 3.6).
- Each incentive has its own conditions. The capital investment subsidy is for thrust-sector manufacturing MSMEs and exporters; the interest subsidy and Net SGST reimbursement are for Micro and Small units. The scheme pages linked in the table give the rest.

Questions about area categories
How is the area category decided under Haryana’s MSME Policy 2026?
By the type of location, under clause 1(m) of the Haryana Progressive MSME & Export Promotion Policy 2026 — not by district or block. There are four categories: Prime / Focus, Sub-Prime, Intermediate and Core. Municipal and Controlled Area limits are taken as on the date the policy was promulgated.
What is a Prime / Focus Area?
Within the boundary of an Industrial Investment Promotion Zone notified by the Department of Industries & Commerce, Haryana.
What is a Sub-Prime Area?
A conforming industrial zone in a notified Development Plan; a vacant, never-allotted plot in an HSIIDC Industrial Model Township/Estate or a licensed private industrial park/colony; land granted an industrial colony licence after the policy was notified; or any area outside Controlled Area limits not in a Prime/Focus Area.
Is a plot in an HSIIDC estate Sub-Prime or Intermediate?
Clause 1(m) puts a vacant, never-allotted plot in an HSIIDC Industrial Model Township/Estate or a licensed private industrial park/colony in the Sub-Prime category, and an already-allotted plot in such an estate or park in the Intermediate category.
How much does the category change the capital investment subsidy?
Under clause 4.1.1, the capital investment subsidy for thrust-sector manufacturing MSMEs and exporters is 15% (max ₹2 crore) in Core Areas, 20% (max ₹2.5 crore) in Intermediate Areas, 25% (max ₹3.5 crore) in Sub-Prime Areas and 30% (max ₹4 crore) in Prime / Focus Areas.
