Haryana Enterprise and Employment Policy 2024
The Haryana Enterprises and Employment Policy (HEEP) was expressly superseded by the Haryana Progressive MSME & Export Promotion Policy 2026, notified in the Haryana Government Gazette (Extraordinary) No. 114-2026/Ext dated 29 July 2026. New projects apply under the 2026 policy, whose capital investment subsidy goes up to ₹4 Crore. The benefit figures shown on this page are from the earlier listing and have not been re-verified against the HEEP 2020 notification. Under the Transitional Investment Protection Clause (clause 3.5 of the 2026 policy), a unit that took effective steps and made substantial investment in land, building, plant, machinery and equipment before 29 July 2026 may still opt for HEEP 2020 incentives instead, provided its date of commencement of commercial production/operations falls within two years of that date (i.e. by 29 July 2028) and it meets HEEP 2020 eligibility conditions. "Effective steps" means the unit has arranged land or premises by purchase, allotment, transfer or registered lease/rent; obtained finance sanction or made adequate investment arrangements; and applied for CLU/NOC/industrial licence where applicable.
