Haryana Cluster Plug & Play Scheme 2026
Clause 4.2.1 of the Haryana Progressive MSME & Export Promotion Policy 2026 reintroduces, with enhanced incentives, the Cluster Plug & Play Scheme first launched under the Haryana MSME Policy 2019. It funds the development of ready-to-use industrial sheds for Micro and Small Enterprises — this is a grant for building shared cluster infrastructure, not an incentive an individual unit claims for its own premises. Projects on at least 5 acres receive grant-in-aid of 50% of total project cost, up to ₹5 Crore, for a minimum of 10 sheds. Projects on 10 acres or more receive 40%, up to ₹10 Crore, for a minimum of 20 sheds. Between 5 and 10 acres the grant is ₹5 Crore plus ₹1 Crore for each additional whole acre, with the minimum shed count rising proportionally; fractional acres are ignored, so 7.75 acres yields ₹7 Crore for at least 14 sheds. Confirm with the Directorate of MSME, Haryana who may apply — the gazette sets the grant quantum but not the applicant category.

Common Rejection Reasons
- Land parcel below 5 acres
- Fewer sheds than the minimum for the land area
- Grant claimed on fractional acreage
- Project cost not supported by the DPR
