ZED Certification for MSMEs: Bronze, Silver and Gold, the Subsidy on Fees, and Why State Schemes Now Ask For It

ZED — Zero Defect Zero Effect — is the Ministry of MSME's certification for manufacturing units that make products without defects and without harming the environment. For years it was a nice-to-have. That changed in 2026: Punjab's new industrial policy makes ZED Bronze a condition for post-production incentives, Haryana's export freight subsidy is only for ZED-certified exporters, and lenders and large buyers increasingly ask for it. For a manufacturing MSME it is now part of the paperwork, not a marketing extra.
The three levels

Each level builds on the one below; most units start at Bronze and move to Silver when a buyer, scheme or lender asks for it. Certification is valid for three years.
Who can apply
Any manufacturing MSME with a Udyam registration. Service enterprises are not covered by ZED. Both new and existing units qualify; a new unit can take Bronze as soon as it is operating.
What it costs — and what the government pays
- Bronze: the certification fee is covered in full by the joining reward every registered MSME receives on taking the ZED pledge, so Bronze is free.
- Silver and Gold: the assessment fee is subsidised at 80% for micro, 60% for small and 50% for medium enterprises, with an additional concession for women-, SC/ST-owned units and units in the North East and Himalayan States, and a further one for units in SFURTI or MSE-CDP clusters.
- Handholding and consultancy: the scheme also supports technology upgradation, testing and handholding costs for certified units, within limits set on the portal.
Fee amounts and the exact concessions are set on the ZED portal and have changed before; confirm the current schedule before budgeting.
How to get certified
- Register on zed.msme.gov.in with your Udyam number and take the ZED pledge.
- Apply for Bronze by completing the self-assessment and uploading the evidence the parameters ask for (quality records, safety measures, statutory licences, waste handling). Verification is online.
- Prepare for Silver/Gold with a gap assessment — the portal lists the parameters, and ZED consultants (whose fees are part-subsidised) can help close the gaps.
- Book the on-site assessment with an empanelled agency through the portal; the certificate is issued on a passing score.
- Use it: upload the certificate to GeM, your bank and the State scheme portals that ask for it.
Why it is now worth doing even without a scheme asking
- Haryana: ZED-certified units get the higher 60%/₹20 lakh rate under the Quality Certification scheme if they export, and only ZED units can claim the export freight subsidy.
- Punjab: ZED Bronze is the floor for post-production incentives under IBDP 2026.
- Buyers: OEMs and government procurement increasingly filter suppliers by ZED; it is one of the few credentials a small vendor can show that a large buyer recognises.
- Lenders: some banks offer concessions on processing fees or rate for ZED-certified borrowers.
Common mistakes
- Treating Bronze as the end — a scheme that asks for ZED will, within a year or two, ask for Silver.
- Letting the certificate lapse at three years and losing a scheme benefit that depended on it.
- Applying before statutory licences (factory, pollution consent, fire NOC) are in order — the Bronze parameters check for them.

Is ZED Bronze really free?
Yes. A registered MSME that takes the ZED pledge receives a joining reward that covers the Bronze certification fee in full, so Bronze costs nothing out of pocket. Silver and Gold carry assessment fees, subsidised as described below.
How long does ZED certification last?
Three years from the date of certificate, after which the unit must be re-certified. Surveillance can happen in between.
Which State schemes require ZED?
Punjab's Industrial and Business Development Policy 2026 requires at least ZED Bronze for post-production incentives. Haryana's 2026 Export Freight Subsidy is available only to ZED-certified exporters, and ZED units get a higher rate under the Haryana Quality Certification scheme. Expect more schemes to add it.
